Цель настоящего теоретического обобщения – отражение авторской оценки объективных закономерностей и своеобразия возникновения мест лишения свободы, процесса формирования системы исправительных учреждений, уголовно-исполнительной системы России. Автором дается уголовно-правовая трактовка наказания в виде лишения свободы и роли исправительных учреждений в его реализации как механизма принуждения, организационной и материальной основы, обеспечения различных видов изоляции осужденных. Советская система исправительно-трудовых учреждений оценивается как своеобразный, но значимый период формирования уголовно-исполнительной системы России.
The purpose of this theoretical generalization is to reflect the author’s assessment of the objective patterns and peculiarities of the emergence of places of deprivation of liberty, the process of forming the system of correctional institutions, and the Russian penal system. The author gives a criminal-legal interpretation of punishment in the form of imprisonment and the role of correctional institutions in its implementation as a mechanism of coercion, organizational and material basis, ensuring various types of isolation of convicts. The Soviet system of correctional labor institutions is assessed as a peculiar but significant period of the formation of the Russian penal system.
