В настоящее время произошли значительные позитивные изменения в экономике Республики Казахстан, сознании ее граждан. Страна приняла ряд международных обязательств, в том числе в сфере исполнения наказаний. Вместе с тем учеными совместно с практическими работниками уголовно-исполнительной системы доказано, что процесс исполнения наказания нуждается в дальнейшей модернизации и переосмыслении, поскольку результаты отбывания наказания далеки от желаемых достижений. На основании этого предлагается ряд направлений совершенствования исполнения наказания в Республике Казахстан: разработка новой концепции исполнения наказания; развитие и укрепление материальной базы системы исполнения наказания, создание новых производственных отношений; воспитание нового человека (данное положение касается не только осужденных, но и сотрудников исправительных учреждений); повышение внимания к проблемам социальной реабилитации осужденных; дальнейшее совершенствование действующего уголовного законодательства Республики Казахстан.
There were significant positive changes in the economy of the Republic of Kazakhstan and in consciousness of its citizens. The country adopted a number of international obligations, including in the field of sentences execution. At the same time, scientists together with practitioners of the Penal system proved that the process of punishment execution is far from being perfect and needs further modernization and rethinking, since the results of serving the sentence are far from the desired achievements. On this basis the author offers a number of directions of punishment execution improvement in the Republic of Kazakhstan:development of a new concept of punishment execution;development and strengthening the material base of the system of punishment execution, creation of new industrial relations;education of a new person (this provision applies not only to convicts, but also covers mentality of correctional officers);increasing attention to the problems of convicts’ social rehabilitation;further improvement of the current criminal legislation of the Republic of Kazakhstan.
