В статье представлена криминологическая характеристика бесконтактного сбыта наркотических средств с использованием информационно-телекоммуникационных технологий, в том числе сети Интернет. Выдвигается гипотеза о возросшем значении указанного типа сбыта в связи с развитием процесса глобализации и цифровизации общества на современном этапе. Указывается, что главную роль в изменении криминогенной обстановки сыграла пандемия новой коронавирусной инфекции 2020 г. и объявленный в рамках борьбы с эпидемией локдаун, приведший к фактическому изменению причин и условий традиционной наркопреступности и резкому росту роли бесконтактного метода работы в сфере наркобизнеса. Целью исследования стал анализ схемы и структуры бесконтактного сбыта наркотических средств с помощью сети Интернет и его влияния на общую структуру и динамику наркопреступности в России в целом и в Алтайском крае в частности за период 2017-2021 годов. Прогнозируется дальнейшее развитие онлайн-наркопреступности, описываются основные тенденции в данной области, делается вывод о том, что на данный момент ситуация в области бесконтактного сбыта наркотических средств находится под контролем правоохранительных органов. По итогам исследования предложены рекомендации по дальнейшему совершенствованию пресечения бесконтактного сбыта наркотических средств посредством сети Интернет.
The article presents the criminological characteristics of the contactless sale of narcotic drugs using information and telecommunication technologies, including the Internet. The authors hypothesize about the increased importance of this type of sales in connection with the growing processes of globalization and digitalization of society at the present stage. It is indicated that the main role in changing the criminogenic situation was played by the pandemic of a new coronavirus infection in 2020 and, in particular, the “lockdown” announced as part of the fight against the epidemic, which led to an actual change in the causes and conditions of traditional drug crime and a sharp increase in the role of the contactless method of work in the drug business. The purpose of the study was to analyze the scheme and structure of contactless sale of narcotic drugs via the Internet and its impact on the overall structure and dynamics of drug crime in Russia and the Altai Territory for the period 2017-2021. The authors give a forecast of the further development of online drug crime, describe the main trends in this area and come to the conclusion that at the moment the situation in the field of contactless sale of narcotic drugs is under the control of law enforcement agencies. Based on the results of the study, recommendations are proposed for further improvement of the suppression of contactless sale of narcotic drugs via the Internet.
