The concept of the development of the penal system of the Russian Federation for the period up to 2030 establishes the need to improve the mechanism for evaluating the effectiveness of the penal system. The procedure for the re-socialization of persons released from prison, not adapted to life in civil society, who have lost social ties, requires close attention from both the legislator and the law enforcement officer. This is no coincidence, since there is a lack of demand for professional skills, housing, and livelihood among those released, and as a result, an increase in the rate of recidivism is recorded. Of particular importance in the context of the second year of the Federal Law "On Probation in the Russian Federation" is the formation of criteria for the effectiveness of probation subjects in Russia in relation to public authorities, commercial and non-profit, as well as religious organizations. Specialized scientific research on the development of such criteria is rarely conducted by domestic scientists and has a narrow focus, while an integrated approach is needed to address the issue, taking into account international best practices.
