Abstract (English):
Increase in labor employment of convicts influences the solution of social problems of a penal system. Now the condition of an occupational sector of a penal system doesn’t allow it to provide accomplishment of its functions. Owing to this fact statement by the order of the Government of the Russian Federation of December 23, 2016 No. 2808-r of the Concept of the federal target program «Development of a Penal System (2017-2025)» should be considered as the catching-up measure of the solution of the designated problem. In the Concept the impossibility of accomplishment of the requirement of the penal legislation on obligatory labor involvement of the available production capacities convicted owing to wear and impossibility to get profit, necessary for updating, on their basis proves to be true. Noting the importance of the expected program, the authors claim that it won’t solve all complex of problems of an occupational sector not only owing to insufficiency, but also risk of its implementation (the organizations of use of the new equipment, orientation of training process and advanced training of convicts, their orientations to market conditions and so forth). For this purpose the authors of the article offer the ways of increase in workplaces, motivations of convicts to work.
