Abstract (English):
In a penal system the implementation of security measures is assigned to divisions of own safety of territorial authorities and the FPS of Russia federal body. The analysis of practice of ensuring the state protection of officials by divisions of own safety of territorial authorities of the FPS of Russia confirms complex implementation of the established security measures concern ing protected persons. Measures which are most often used: bodyguard; protection of dwelling and property; issue of weapon, special individual protection equipment and the notification about danger; ensuring confidentiality of data on protected persons. When implementing security measures also the staff of special purpose departments are intaken. At the same time insufficiency of their professional training calls attention; such questions as legal regulation of using physical force, special means and weapon outside the protected objects of a penal system and regime territories were unresolved. All this requires the enactment of the target departmental normative legal act regulating the problems mentioned.
