Abstract (English):
Russia's accession to the UN, the Council of Europe was marked by the adoption of a number of commit- ments, including the enforcement of conditions of serving punishment in accordance with international standards. The case law of the European Court of human rights, as well as the results of monitoring of the Commissioner for human rights in the Vladimir region suggests that the reasons that gave rise to the appeals of the convicts to the court, are not eliminated. Despite the fact that Russia did not ratify the optional Protocol to the Convention on the rights of persons with disabilities (this means that complaints and reports of prisoners like other citizens, are not subject to review in the Com- mittee on the rights of persons with disabilities), by virtue of article. 35 of the UN Convention on the rights of persons with disabilities in the Russian Federation and other States parties shall submit to the Committee through the Secretary- General of the United Nations a report on measures taken to ensure the fulfillment of its obligations under the Convention and on the progress made in this regard within two years after the Convention's entry into force for the state party of the UN. Such reports shall be submitted by the States not less than once every four years and further whenever the Commit- tee so requests. Thus, the failure of the government of the UN Convention on the rights of persons with disabilities, the country is able to bear political responsibility: to undermine the country's credibility as a reliable and responsible partner on the world stage.
