Some problems of regulating the regime of special conditions in prisons are identified in connection with introducing the state of emergency with regard to the activities of the penal institutions authorities and the restriction of the rights of convicts. The conclusion is drawn that it is necessary to improve the institution of special regime in correctional facilities and to develop penal law concerning natural disasters, introducing the state of emergency or martial law.
