The concept of the regime is represented in dynamics of development of the penal legislation, there are changes of the approaches and criteria of its generalization. So, in the period of the first discussions of incarceration conditions in corrections only the common borders of rights restrictions were determined. In the Soviet law the discussion about the regime in corrections and its limits appeared and exists up to the present day.The fundamental nature of that legal concept requires extention out of institutions of the Federal Penal Service, management of this institute by different subjects.
