The main stages and the essense of the policy of Russia in the sphere of penal procedures, their main forms of realization are considered, the author’s interpretation of development features of the Soviet corrective-labor policy, its essence and purposes is given. During the Soviet period the penal policy got an independent significance, became the specific state activity caused by its own purposes, tasks, principles, the codified corrective-labor legislation, the system of correctional institutions, their administration as inforcement bodies with the militarized personnel and an imperative method of corrective-labor influence on convicts.
