Variability of one of the major federal laws - The Code of Administrative Offences of the Russian Federation, confirms extreme instability, so, and uncertainty of the legislation on administrative offenses. The bases, fundamental ideas of administrative responsibility of its ratio with other types of legal responsibility, first of all with criminal one have been actually lost.The only formal difference which is contained in legal definitions of administrative offense and crime has no practical application. The legislator, administrative science and even the Constitutional Court of the Russian Federation recognize public danger of administrative offenses.In this regard it is represented that allocation of one more category of delicts - criminal offenses with transfer to this category not only petty crimes, but also socially dangerous administrative offenses, can provide harmony of legal responsibility.
