Abstract (English):
The paper touches upon a number of aspects that confirm the need for the development of criminal executive legislation under the conditions of a natural disaster, imposition of an emergency or martial law, focuses on the need for new and updating existing regulatory legal acts that regulate the application of criminal penalties, as well as the continuation of the justification theoretical aspects of the penal legislation in extreme conditions.
The paper touches upon a number of aspects that confirm the need for the development of criminal executive legislation under the conditions of a natural disaster, imposition of an emergency or martial law, focuses on the need for new and updating existing regulatory legal acts that regulate the application of criminal penalties, as well as the continuation of the justification theoretical aspects of the penal legislation in extreme conditions.
