Abstract (English):
The article deals with the problem of drug addiction and alcoholism in modern Russia. The number of alcoholics and drug addicts with mental disorders is constantly increas- ing. As a result due to long-term use these persons acquire social diseases. Such category of citizens must be treated, but for this purpose new closed-type special institutions for their treat- ment and prevention of the disease should be created in the Ministry of health of the Russian Federation. Currently, this rather large group of patients commits a lot of crimes, especially vi- olent and property orientated. It is proposed to develop a concept on the mechanism and rules of placement in medical institutions of drug addicts and alcoholics, for their treatment, and also special institutions for their treatment should be established.
