Abstract (English):
The article deals with the main issues related to the implementation of the penal policy of the Russian Federation by the relevant subjects under the influence of different factors system. In this aspect legal and directive form of the establishment of penal policy is taken into account, as well as the existing system of factors. The following activities are considered as subjects of implementation: the President of the Russian Federation; the Federal Assembly of the Russian Federation; the Government of the Russian Federation; the Ministry of Justice of the Russian Federation; the Federal Penal Service; institutions and bodies that carry out criminal law measures; the Commissioner for Human Rights in the Russian Federation; mass media; non-profit and commercial organizations, including international ones; citizens; convicted persons and other subjects.Some features of implementation of penal policy by its subjects while executing criminal punishments and other measures of criminal and legal character taking into account the existing criminal and penal legislations are revealed. On the basis of the analysis taking into account the activities of the subjects, as well as the existing system of factors, the author proposes the definition of the stage of implementation of the penal policy.
