The article deals with solving the problem of crime prevention in places of confinement on the basis of prison conflicts prevention by the operational staff of the penal system. Relying on applied research the authors emphasize that preventive activities of the institutional operational staff of the penal system is connected with identification of offence-prone persons, and the application of preventive measure to suppress these intentions (at the stage of intent detection). As the result of specific conflict situations research in places of confinement, it is concluded that prevention of penitentiary conflicts in correctional institutions of the penal system should be aimed at neutralizing or eliminating the causes and conditions that contribute to their occurrence, with the use of enforcement actions aimed at certain factors and individuals with sustainable delinquent behavior.
