The primary task facing the penal enforcement system is to provide all convicts with work. Providing convicts with labor is relevant for almost all CIS countries, and for foreign countries, which follows from the general problems of the economy. In resolving the current situation, it is possible to turn to public-private partnership and training of specialists for the penal enforcement system in new specialties. It is possible to use the experience gained by other countries, or internal factors that are reduced to adapted legislation that promotes the regulation of relations in this industry. The determining factor in creating jobs in correctional institutions should be the role of government agencies. It is also necessary to form a long-term state order that contributes to the organization of the work of enterprises, increasing production capacity.
