The article presents the author’s vision of the development of criminal policy in the field of countering extremism over the past twenty years. It is determined that extremist activity as a deeply negative phenomenon has seriously mutated (evolved). This is proved by the demonstration of the stages of development of criminal legislation, as well as the results of the approbation of novels indicating the search by the state for an effective legal and technical model to combat the phenomenon under study. The scale of modern extremism, the methods and means used by its ideologists allow us to come up with a scientific hypothesis that countering extremism is an axiom. The legal potential laid down in the Federal Law «On Countering Extremist Activity» testifies to the presence of a deep reproductive function in it, which contains the necessary and sufficient basis for the development and application of symmetrical legal mechanisms to reduce extremist activity. Criminalization of propaganda of extremist activities and training in order to carry out extremist activities is seen as a promising direction.
