The currently used quantitative characteristics of the performance indicators of the penal enforcement system do not reflect its qualitative transformations, which is confirmed by the gradual accumulation of criminally neglected part of the population in correctional institutions, a consistently high and permanently increasing number of crimes committed. The article substantiates the need for scientific research in the field of clarifying the goals of the application of criminal penalties, determining the level of their effectiveness, the effectiveness of the main means of achieving them.
