Independent following of convicts to the place of serving the sentence: problems of implementation

Abstract (English):
The article discusses some of the problems that arise when convicts are sentenced to imprisonment and forced labor in penal colonies and correctional centers after the court verdict comes into force. The independent following of convicts to the place of serving their sentence contributes to the achievement of certain positive results, but at the same time there are also problems in the implementation of this institution. The combination of positive and negative aspects indicates the importance and necessity of analyzing the independent following of convicts, which is quite clearly seen in the scientific literature. The Penal Enforcement Code of the Russian Federation establishes the grounds for the independent following of convicted persons to imprisonment and forced labor to the place of serving their sentence. The procedure and features of the independent following of convicts are determined by subordinate regulatory legal acts. The key problem in the implementation of the institution under consideration is the evasion of serving sentences by convicts who have been granted the right to follow independently. The proposals of various authors are analyzed, and the author’s vision of solving the problem is also contained.
