The process of the penal system reforming is aimed nowadays at finding optimal ways of correction of convicts, prevention of committing of crimes by them after release from correctional facilities. However as of January 1, 2017 every second crime is committed by the persons who earlier committed crimes (56,7%). High figures of recurrent crime dictate the need of realization of a package of measures for its prevention. As one of such measures may be the creation of a probation service in the Russian Federation, also on the basis of penal inspections of the Federal Penal Service of the Russian Federation can. Experience of functioning of probation services is accumulated in many foreign countries. One of the areas of work of a probation service is drawing up and passing to court a special document - the report on the identity of the accused (suspect), the defendant. Besides general provisions, this report contains the program of actions for social adaptation of this person during his/her imprisonment. In our opinion, in modern conditions it is necessary to make the corresponding changes in the current legislation providing drawing up the social report and passing it to judicial authorities and also to the correctional institutions for the better organization of the process of correction during serving sentence and resocialization after release from places of detention.
