The purpose of this theoretical generalization is to reflect the author’s assessment of the objective patterns and peculiarities of the emergence of places of deprivation of liberty, the process of forming the system of correctional institutions, and the Russian penal system. The author gives a criminal-legal interpretation of punishment in the form of imprisonment and the role of correctional institutions in its implementation as a mechanism of coercion, organizational and material basis, ensuring various types of isolation of convicts. The Soviet system of correctional labor institutions is assessed as a peculiar but significant period of the formation of the Russian penal system.
